The whole world is at present bound together by common ties; peace is a condi tion of existence for modern nations who live by trade and commerce; but, unfortunately, if it is easy to point out the remedy it is nearly impossible to apply it. Up to this time, it is from the war alone that we must look for the conclusion of the war.
