"The basis of an ordered society is organisation. The question is: who is going to do the organising? To this another question must be added: to what end? There is, of course, trouble when those who are to be organised object either to the organisers or to the purpose or the method of organisation. What the organiser hopes is that he will have sufficient power to over-ride any objections.
