To investigate the techniques of file manipulation in order to provide systems of sub-files, special files, desirable redun dancy in exchange for multiple access to information, and the necessary keying or cross-referencing facility required for such a system of multi  level, multi-subject files. This work must take into account also the planning and development of the several kinds of computer programs which are required for file maintenance. (this report presupposes that all such file manipulation will be carried out by computers.
