All the States place their executive power, at least nominally, in the hands Of a governor elected by the peo ple, to whom in most a lieutenant-governor is added. In all the States there are two branches Of the legislature also elected by the people and practically with universal manhood suffrage. In all there is a written constitution regularly adopted by the people and supposed to be supe rior to either legislature or executive.
