To the Committee on Experiment Station, H. S. P. A., Hono lulu, T. H. Gentlemen — I herewith submit for publication the Introduc tion to the Bulletin on Leaf — Hoppers and Their Natural Ene mies, and also an index to this Bulletin. The latter has been prepared by Mr. G. W. Kirkaldy. Although the material deal ing with the subject of Leaf — Hoppers is far from being com pletely worked out, and new material is from time to time being accumulated, yet I have thought it advisable to close Bulletin 1. Which has now reached a length of more than 500 pages. At the same time, considering the practical and scientific value of such work. I hope that the subject will be continued in another Bulletin....
