Traditionally, a police caution has involved nothing more than an officer warning an offender that any future offending may result in a court appearance. Under new procedures, inspired by similar programmes in New Zealand and Australia, victims and others affected by an offence, will be invited to meet the offender in the presence of a police officer. The officer facilitates a discussion of the harm caused by the offence and how it might best be repaired. The aim is to promote behavioural change on the part of the offender as well as to enable victims and others affected by an offence to have their questions answered and to receive an apology and/or compensation where appropriate.
