Rather than seeing the city as a conurbation, a location of economic activity or in terms of governance and administration, Czarniawska explores the city as an action net. She uses studies of city management in Warsaw, Stockholm and Rome to develop this, looking in particular at the impact of global influences on city management, organization and culture.
