"The goal of pastoral work, then, is to build a people who live for God, a body of Christ. Or rephrased, the goal of pastoral work is to form communities which live for God, Christian communities." The goal is not cultural takeover, but something along the lines of Timothy's plea "that we may lead a peaceful and quiet life, godly and dignified in every way."
To this end, there are several distinctions Clark lays out that were helpful: institutions vs. environments, movements vs. communities, status-based/function-based/environmental-based leadership, and ministers vs. leaders. These all have their place, "by which every part does its share, causes growth of the body for the edifying of itself in love."
There are many places for us to all work together! There is also much need for coordination between all these various parts, of which--Clark fully acknowledges--leaves many more questions and possibilities than answers. Articulating and recognizing these various pieces will only help in a broader conversation on what kind of world we are trying to build together.
