This books deals with the response of the Army Corps of Engineers to the Loma Prieta earthquake near San Francisco on 17th October 1989. It includes a summary of the event, early response, damage assessment, individual assistance and public assistance amongst other activities.
I found this as a pdf on the USACE website and decided to read it. A largely official summary of the US Army Corps of Engineers' response to the Loma Prieta Earthquake in 1989. It describes the Corps' involvement with relief efforts and highlights difficulties when responding to a civilian disaster. The problems working with government agencies such as FEMA, where priorities were clearly different were highlighted. I found this report an interesting look 'behind the scenes' of disaster response.
