This book examines the evolution of French defense policy since the end of the Cold War through an analysis of the debates in France between 1989 and 1994 about the changing international security context and risks and opportunities for France. It analyzes the effect of the Chirac Presidency [1995 -] on the implementation and direction of the reform of defense policy. The second half of the book assesses the key themes identified by the 1994 Livre Blanc sur la Défense and the 1996 Loi de Programmation [1997-2002] and examines the implications for the role of France in international security into the 21st century.
