This is the 2nd Edition of the Dark Eldar Codex (which was an army update for the 4th Ed. of the Warhammer 40,000 game). While the Dark Eldar are my favorite army, my main issue with this version of their codex was that Games Workshop merely took the 1st Ed. Codex (for the 3rd Ed. version of the game) and just added some army upgrades (the option of a Wych Lord, some weapons, equipment and rules upgrades, which were badly needed to give the army some punch) that were found in issues of the White Dwarf magazines and Chapter Approved and then basically copy and pasted the text and art from the original codex. Other armies (with the exception of some of the thin sub-army codices, such as the Dark Angels), all got revamped (text, art and such) when their codices were updated for the 4th Ed. of the game.
