A sexually-obsessed civil rights investigator, described by friends as “55 going on 15,” thinks he’s gotten the best case of his career when he is assigned an investigation in Las Vegas where four young female social workers allege they have been forced into making an adult film by their federal government boss. Initially, the investigator is elated by the opportunities of visiting strip clubs and interviewing porn producers as part of his official investigation, but when the investigation turns deadly, his own personal life begins to unravel, and he must use all his deductive powers to stay alive.
