Previous to the war with Mexico, the United States had never acquired or claimed a foot Of Mexican territory, other than that included in the new State of Texas. The claim Of Texas to all the disputed territory rested alike oii the same foundation. She had never acquired possession, or exercised jurisdiction over an inch of land lying on the Rio Grande, from its mouth to its source. Her Only title to any part Of it was a legislative enactment, which she purposed to en force by future conquest, but which She never effected. It consequently follows,that, if previous to the war with Mexico, the Rio Grande was the southwest boundary Of the United States, as as serted by the President and Congress, it must also have been the boundary of the State Of Texas when admitted into the Union.
