Provision should be made for leaving en tirely in the hands of the Divisional Coun cil interested, the matter of deciding as to the number of native male adults other than those in bona fide and continuous employ ment who may be required for the due work ing of any private property, a matter which under the present law is decided in the first instance by the inspector and is subject to the appeal to the Location Board. The necessity for a Location Board would then cease.

Some means should be devised for render ing the application of section 10 of the pre sent law (act 30 of 1899) to some extent, sub ject to the control and decision of the Divi sional Council; This section deals with the exemption of natives, who are lessees of pro perty, from the provisions of the law, and the Divisional Council should be given power to decide what number of such natives shall be allowed to take advantage of this provi sion of the Act, or in some other way to take steps to see that undue advantage is not taken thereof.
