Required by EPA to reduce emissions of sulfur dioxide (SO2) and nitrogen oxide (NOX), the principal causes of acid rain, the CEMS program provides EPA with the information it needs to allocate acid rain allowances to utilities to ensure that SO2 and NOX emission reductions occur.
