Almost every state has a Charitable Solicitation Act which spells out fund-raising rules and regulations. Nonprofits, fund-raisers, and professional solicitors are required to register with each state, but many do not--because registration is a very time-consuming, expensive burden that often involves reams of paper and/or because it's not often strictly monitored. As state governments enact more regulation and enforce it more often, nonprofits and fund-raisers needs to do a "compliance check" and see if their papers are in order.
