I found this to be a fun and fast read. Clearly points out the foibles of the chain of command system and how people in desks can make a memo and how it can grow out of proportion and be ridiculous by the time it gets to the lower people in the chain. On paper, a chain of command should work but in any bureaucracy, there are points where common sense vanishes and things get lost as it goes down the chain. The longer the chain, the more chance of it turning into a SNAFU.
