This book is written for the trusting public. Not unlike the myth that “your 401k will be there to help you in your golden years” requires faith and confidence in a reasonable level of oversight, the myth that “your hospital is prepared to keep you safe from inside and outside threats” requires the same level of confidence in the industry's oversight.

Experience shows us that best defense against physical, psychological and economic harm is to be a knowledgeable consumer. Much in the same way that planning for your financial future is filled with unknown hazards, planning for your survival in an increasingly hostile hospital environment requires thoughtful planning. Bad choices in your financial planning may leave you broke. Bad choice in the locus of your hospital care may leave you dead.

Ten years ago the Institute of Medicine (IOM) shocked the trusting public with its “To Err is Human” report. The fact that almost one-tenth of a million deaths a year were preventable, or that healthcare acquired infections (HAI) and /or medical misadventures during treatment led to their death. The report also found that treatment related error were in the millions. This was to be a “wake-up call” and catalyst for change.

Against this background we look at a number of wake-up calls to the nation and healthcare industry for the need to protect their stakeholders from other known threats. The 9/11 Terrorists Attacks, the tragic loss of defenseless hospitalized patients in the path of “Killer Katrina”, and the “Novel Flu Pandemic”.

The Public Health and Healthcare Sector has been characterized as the “weakest link in the Homeland Security chain”.

There are “Islands of Excellence “ were hospital authorities and engaged communities have prepared to meet the challenges of ; evolving infectious diseases, more frequent and robust natural disasters, and increasing evidence that hospitals are seen as “soft” and desirable target for terrorists.
