A step back, skippable

We go from the war plot back into an arena plot following a new cast of characters we don't care about. Because of events in the previous book, we have the same tournament arc as from book 2, repeated in book 4 with new characters.

While in theory this might have been a good idea to see the games from a political and intrigue side, we don't see much of that and instead it's again mostly focused on the action.

The main characters get sidelined and do pretty much nothing. The war plot grinds to a halt as a new arena plot emerges, to be naturally tied up after the games end.

At time of review, book 5 has not come out yet. I would hazard a guess that you could skip book 4 and not miss much.
