The objectives of the planning system are to encourage development where appropriate, prevent it where it is unacceptable on environmental and other grounds, and ensure that decisions are made efficiently and as rapidly as is consistent with a proper examination of the issues. A key condition for the success of such a system is that the public have confidence that issues have been properly considered, and decisions made on the basis of planning considerations. Accordingly, this research examines perceptions of the planning system. It recognizes that these will vary according to interest, and the study is, therefore, based on a series of surveys of different interest groups.
