Indonesia's Changing Political Economy: Governing the Roads

Rate this book
Indonesia is Southeast Asia's largest economy and freest democracy yet vested interests and local politics serve as formidable obstacles to infrastructure reform. In this critical analysis of the politics inhibiting infrastructure investment, Jamie S. Davidson utilizes evidence from his research, press reports and rarely used consultancy studies to challenge mainstream explanations for low investment rates and the sluggish adoption of liberalizing reforms. He argues that obstacles have less to do with weak formal institutions and low fiscal capacities of the state than with entrenched, rent-seeking interests, misaligned central-local government relations, and state-society struggles over land. Using a political-sociological approach, Davidson demonstrates that 'getting the politics right' matters as much as getting the prices right or putting the proper institutional safeguards in place for infrastructure development. This innovative account and its conclusions will be of interest to students and scholars of Southeast Asia and policymakers of infrastructure investment and economic growth.

Mengingat isi buku ini tentang ekonomi politik infrastruktur, khususnya jalan tol, tentu saja saya banyak belajar dadakan terkait teori (seperti new institutional economics); konsep-konsep kunci (liberalisasi proposar, privatisasi parsial, kapitalisme regularif); dan istilah-istilah penting (Bangun Guna Serah [BGS], Entitas Berkebutuhan Khusus [EBK], pembebasan lahan, pengadaan tanah, mekanisme konsinyasi, dsb.).

Beberapa ruas Tol Trans Jawa memang dibangun tanpa mementingkan kajian kelayakan bisnisnya, sehingga tak mengagetkan kalau setelah beroperasi terbukti sepi.

This book provides an insight into how politics and institutions have involved in infrastructure development in the developing nations, such as Indonesia. It corroborates the deficit of the widely existing approach used, i.e. New Institutional Economics (NIE), to explain the lack of or the limited capacity of the nations to expand infrastructure networks, aimed at unlocking the economic potentials and competitiveness.

As the book illustrates, expressway infrastructure is not a sector where NIE can capture the complexity and the dynamics of the institutions determining the outcomes of the state. The complexity is characterised by multiple actors (including state, private, and rent-seekers), having different and competing interests. Moreover, formal and informal institutions intersect, making it difficult for differentiating between the stakes at play. The interplay of power relations between the actors also characterises the difficulty of predicting the decisions and outcomes.

The author introduces the political sociology of infrastructure development as an alternative approach to viewing this complexity and dynamic. By using the case of the Trans-Java expressway development, he provides a foundation to analyse infrastructure development in which state actors are not always in control of decisionmaking. Informality, in term of rent-seeking behaviour and backstage of the lawmaking process, often dominates how the expressway construction has proceeded. Such a process makes it challenging to control the development by the state actors and results in failure to having an efficient, just, and fair process, for all stakeholders, especially the dislocated people.

Overall, this book gives a fresh insight into evaluating the failure of boosting infrastructure development in Indonesia. It connects between the actors' behaviour at the micro-level (firms) and the macro-level (state actors), which is essential to note the complex and dynamic development process. The book should be read by students, university lecturers, and new generations of civil servants.

I'm halfway done, and considering postponing until next year. One of the hardest books I've ever read. Yet, many fascinating historical aspects were spoiled.

Unit analisisnya infrastruktur jalan tol Jawa.
