I keep recommending this book when talking about the balance (if there is one) between anticipation and resilience and liability and blame. If you are interested in design of organisation resilience then this is a staple technical read. It is dated 2002 but the arguments hold up. The dimensions of risk management debate (table 1.1) give justifications to support your argument for certain approaches. Would be a book that could be usefully updated and revised (e.g corporate killing discussion)
