This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a 'Readiness Assessment' and take the practitioner through the design, management, and more importantly, the sustainability of such systems. 'Ten Steps to a Results-Based Monitoring and Evaluation System' describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way.

3.5 stars. I was pleasantly surprised with this book. Even though it was written nearly 15 years ago, it's still very relevant. It's a very easy read and has a lot of great tips. I'll be referring back to this throughout my career.

Improvement happens when we develop a framework, and are able to sustain it. This book gives an excellent framework for Monitoring and Evaluation. I am into business world, far away from the development sector as of now. Yet, I found the framework on point for running Business Projects as well. If followed, this framework can yield wondrous results.

I would have preferred some more research by authors which could have resulted in more case studies being included.

3.5 stars. Disregarding the larger conversation on technical M&E systems impact on social change and the prioritization of what types of change are measured, its a helpful introduction into the how of creating an M&E system. More geared towards governement, there are also applications for local organizations (though a little bit of pick and choose might be required).
