The author also discusses how to prepare the written plans required by OSHA. He approaches the change necessary to implement a behavior-based progam in terms of proactive and reactive system elements. The key proactive elements are defined changing behavior; changing physical conditions; changing the management system, and using ergonomic principles to design a healthier and more productive work environment. Reactive system elements discussed include accident investigation and record keeping. Dr. Petersen draws on research and writings of other noted safety professionals as well as his own experience in developing a conceptual framework for safety management based on building a new safety culture and constant improvement through proven measurement techniques.
