Much of what I said about the basic Zapp is also true here--the majority of this text has little practical application. If you want to improve your teaching, read something by Weimer or Wong or focused books published by ASCD. If you are sold on the empowerment idea, look for materials from the critical theorists such as Freire and Giroux. Don't waste your time on this.
I think the was this book is written is creative and helps you move through it quickly. I think it's spot on if the Principal empowers the teachers, then the teachers are more likely to empower the students. Great Read for New Educators, Principals, and Teachers who need to be inspired.
