One of a series of small pop-up books featuring popular licensed characters, published in 1982. There are four Little Pops Smurf books (I've tracked down three).

A basic story, but this gets an extra star for having two motion pops: Move the page, and Gargamel stirs the pot, brainy emerges from the tub. Also for the subversive line:
"Ha! What fun it will be to really smurf things up for those nasty blue creatures!" - Gargamel
