He says "since the 1970s, car emissions are 99% cleaner today. Imagine that 99% Cleaner!"

From epa.gov:

"99% cleaner for most tailpipe pollutants" So...that is an entirely different statement, mostly saying things like Lead that was put into gas were removed. Car emissions are still not "clean" nor "99% cleaner" But Kleins argument is this problem is solved
