It's eerie how accurate some observers can be. Mr. Cotton approaches his Indian subjects with the tools of scientific precision - arguing correctly both that i) the cause of indian nationalism was the establishment of British colonial institutions itself and that ii) the elites of India could not be relied upon for an assessment of the native situation. Politics could still benefit from such revelations.

The idea that safety nets are extended to the non-poor in a way it's not to the poor does not seem to have been given much attention - even though the issue of an environment of bad habits/ influences is identified.
