Ummmm...no. Democratic and republican forms of government had been tried before, but not at a time that would have been recent at the USA's founding (the various greco-roman governing experiments come to mind). Additionally, those democratic and republican governing experiments had all, inevitably, failed at some point (such as Athen's fall into military dictatorship), and the American public was well aware of those experiments and their failings, especially the framers. What makes the American democratic republic amazing isn't that it was completely new, but that the framers used enlightenment ideals and culture to help craft what has been - so far - a mostly stable but still malleable democratic government.
