Fantasy, dragons adopt human baby girl[s]

Know the story very well, just can NOT remember the name of the book or the author.

Harem woman escapes into the desert, has baby, dies. Dragon finds baby and 'adopts' the baby, raises the child, who then has to discover she is really human, not a dragon that has somehow locked into the human form and can't change back to being a dragon.

Knew I would recognize the title if I saw it. Thanks. This is one of the books I lost in the fire and I need to replace it. (Slowly getting most of them replaced.) Off to find a copy now!
