Could The Smoke Thief by Shana Abe be along the lines of what you're looking for? It's book one in her Drakon series.

Also, I'm not sure, but I think there's a book in Marjorie M. Liu's Dirk & Steele series where there's a dragon shifter. Which book, I don't know, sorry.
Erika, it's not quite dragon-to-human but more like dragon souls residing with human souls allowing the human to shift into a dragon. However, I really loved Joanne Bertin's The Last Dragonlord. This is followed by Dragon and the Phoenix. It was supposed to be followed by Bard's Oath but the author had some personal difficulties and then kind of gave up on it since it's been over a decade since that book was supposed to come out. Nonetheless, the incomplete trilogy does okay standing as it is. This is not exactly YA but it is fantasy.
They're definitely not YA. G.A. Aiken has a five book Dragon Kin series all about dragon shape shifters. I've read two of her books under her other nom de plume, Shelly Laurenston. They're heavy on humor and sex.
These dragons shift to human and elf form and into many other forms as well.
The book jacket is pretty terrible, so here is a better description from bookyurt (#5 in the list).

. How "adult" are you willing to read? Or do you want to stick to YA and clean, non-smutty adult romances? There is a dragon shifter list, but some of these border on erotica (just a warning in case that isn't to your taste).

It's been a while since I've read these,they're a little darker, and the humans don't physically shift into dragons but take in some of the dragon's characteristics and power.
That was the closest topic on what I'm looking for. So, my mother just told me of a classic she once read, that she liked very much but doesn't remember neither the author nor the title (she thinks it might be a Jane Austen). The book is about how the youngest of five sisters approaches the much older guy they've arranged her sister to marry and she convinces him to marry her instead. And the story is about how she convinces him to change houses and how they have fun and they end up being in love. Rings any bells???edit: she said she had a great laugh with it, so it's a lighter kind of classic.
It sounds similar to The Inconvenient Marriage by Georgette Heyer. It was arranged that the oldest of the sisters marry this nobleman (I think it's a duke). The youngest felt bad because her older sister had feelings for someone else. The youngest (she stutters) asked the duke to marry her instead.I did not finish reading this book myself; it's on my list of books to finish reading.

If your mom likes Jane Austen, she might appreciate Shades of Milk and Honey. Was suggested in another GR group I belong to. I think it's supposed to be a magical version of Pride and Prejudice.
