i think it's a female author...there's this serial killer that cuts the tongue out of his victims...they find a woman dead in the ghettos...and the prime suspect is the cop investigating it. and then there's this ex con who is trying to uncover the truth about a crime he didn't commit..and that he realizes that the crime he was framed for was the exact MO for the current killings.
