I looked at several of the performances on You Tube. What a delightful song! I suppose you have taken a look at them too. One teenage girl plays it too slowly and the other one plays it way too rushed. To play a piece like this up to tempo but not rushed is accomplished by keeping the rhythm steady, loving every note too, so that it's played with expression. It's not a race! I wasn't familiar with this piece so thank you for alerting me to it.

The tempo is a 108 beat, but I do it around a 97 tempo. I did take a look at the videos, but my teacher told me to play in true Russian style. I don't know what it is, but I really connect with Russian music.

I think 97 tempo will be perfect ad will support a more nuanced style. Win/win for performer and listener. If anyone makes a video recording, it would be lovely to see it here. Such a fun piece, and aptly named!
