If it came out years ago... why doesn't my library have it yet?

My library has the first book in this series, but not this one or book 3. They both came out years ago... what's happening here?

My library doesn't either, but I'm filling out the purchase request form for #2 and #3 today. In our system unless it's a New York Times bestselling author, you often have to request a book for it to be bought. The plus side is as soon as it arrives a copy is put aside for the person who submitted the request. Ask the staff at your library if they do anything like this.
