I am rather struck how entrenched Islam is in the government. Naipul can be boring when he lists government workers, but when he goes into the streets and describes the city and the people, no one can touch him for making the reader feel like he can see everything described. This book is fascinating and scary at the same time

What do you mean by "lists"? For in my experience Naipaul is never boring if one is willing to read him thoughtfully.
