Book that Cory Doctorow mentioned in S&L podcast?

Can anyone tell me the name of the book that Cory Doctorow mentioned that had Govt. warlocks using blood magic in a secret war against mutants. (Or am I mixing up a couple of plots he talked about, and if so, could someone please write THAT book?)
