Okay, well my mom said that she read this book in grade school, and it was about a family who had a bunch of kids and every time there was a full moon more kids would appear. She said she was pretty sure that it had something to do with a magical garden or cabbage patch. And there was also an annoying busybody neighbor who waw always causing trouble.

I'm pretty sure this isn't it, but every time I come back in here I'm reminded of Rapunzel.

Her parents lived next to a witch with a garden. When Rapunzel's mom was pregnant with her, her dad snuck into the garden and stole some cabbage.

I'm not sure if the prince was a busybody or not, but if the busybody in your story was blinded by thorns and then healed by Rapunzel's tears, well... we might be talking about the same story.
