Tainted Badges

As a recently retired ATF Special Agent with twenty-six years of federal law enforcement, it is difficult to hear cases of corruption among law enforcement officials in the United States. I grew up in Miami and remember cases of dirty cops selling cocaine and involved in other illegal activities. I remember taking an oath to serve and protect the United States Constitution from enemies foreign and domestic and was always appalled by public corruption and any level. My first experience seeing police corruption was in my early twenties when I started working for U.S. Customs Service at Miami International Airport (MIA) in the mid-nineties. I decided to apply to Customs because of my background in Latin American cultures and my ability to speak Spanish since my parents and grandparents were from Cuba. They forced to leave behind their beloved homeland in the early sixties because of Fidel Castro and his communist takeover.

Instead of going to law school, I applied to Customs and was accepted for the position. During the nineties, there was rampant corruption at MIA on all levels from the ramp workers at the airport, longshoreman at the seaport and even within our own ranks, unfortunately. One day, I found out one of my supervisor were arrested by Internal Affairs for clearing flights on his own time at Tamiami Airport, a small regional airport in the Kendall area. He and other local police would take the three hundred plus pounds of cocaine that came from Colombia to local warehouse in the area for distribution. Unbeknownst to them, cameras were set up inside the small airport capturing them smuggling cocaine into the U.S. I would later see other U.S Customs officials arrested and brought through the international concourse handcuffed in the front with a belly chain and leg irons. Needless to say, this made an impression on me and other young Customs officials working at MIA.

Recently, I heard about another case of police corruption this time with the DEA out of Houston in regards to arrest of Lamar Burks in connection to the murder of Earl Perry in June 1997. The name that came up was Chad Scott, aka, “The white devil.” Ever since I retired from ATF, I have become a prolific writer with close to 80 books published on Amazon including my autobiography titled ATF Undercover detailing my dangerous cases in Florida. I have also done hundreds of podcasts including doing a weekly show with reality TV star William Steel from the show Inmate to Roommate on A & E network. William and I were introduced to the former United States Attorney from the Eastern District of Louisiana Peter Strasser by Tom Madden who was a former V.P. for NBC and later started his own Public Relations firm called Transmedia Group in South Florida.

Recently, William and I interviewed Strasser on our weekly true crime show where he detailed the problems and discrepancies with this investigation titled “Rap-A-Lot.” In December 2000, DEA Supervisor Jack Schumacher testified in front of the House Committee on Government Reforms about the arrest and conviction of Lamar Burks for the murder of Earl Perry in 1997. He admitted that Burks was the only arrest made in the investigation Rap-A-Lot. The Houston narcotics task force was shut down due to allegations of misconduct by the agents on the task force.

In 2019, two witnesses stated in separate sworn affidavits that DEA agents Schumacher and Scott had pressured and threatened them to testify against Burks. Clayton Brown said that Derevin Whitaker was the actual shooter and Burks was not even at the scene of the murder. According to Randy Lewis, Whitaker agreed to become Scott’s informant and would falsely implicate Burks in Perry’s murder.

In 2019 & 2021, Chad Scott was convicted by a federal jury on two separate trials in the Eastern District of Louisiana for destruction of evidence, falsifying government documents, perjury, stealing money and property from defendants and directing others to commit perjury against an alleged drug dealer. Scott was sentenced to 160 months for nine counts of official misconduct, perjury, obstruction of justice and theft.

All indication is Lamar Burks has been wrongfully incarcerated and victimized by the District Attorney’s Office in Harris County Texas. It appears that Scott and others used their position of authority to threaten and coerced witnesses and informants as they pleased in order to satisfy making their quotas of arrests for the year. Unfortunately, for Lamar Burks he was targeted by a rogue narcotics task force looking to justify their existence while discarding Burk’s constitutional rights. Burks deserves a new trial or possible a commutation or a pardon from Governor Abbott in Texas. An innocent man that has served close to 25 years deserves his freedom. At the end, these disgraced agents and task force members do not reflect the ninety-nine percent of law enforcement officials at all different levels that do the job right serving and protecting their communities and not using the system for their own personal gain. These tainted badges have lost their freedom and disgraced themselves while making it more difficult for those who do the job right to gain the confidence and respect of the communities they serve. Lamar Burks should get a second chance at a new trial setting the record straight on what happened that fateful night with the murder of Earl Perry.

The main factor that pushes a person towards simplification and minimalism is ordinary laziness.
Laziness is a very useful quality, thanks to which hundreds of different inventions have been created and invented. Laziness is the engine of progress, as we all know.
A lazy person does not want to spend extra time on cleaning, on organizing the space around him, on unnecessary rituals and actions, on a routine that takes a lot of energy.
Therefore, such a person wants to simplify his or her life in order to reduce the waste of time and effort. Saving your own resources is a very important incentive for many people.
It would seem, what should we spend the time that we free up as a result of such simplification?
But the point is not why we need this free time.
The point is that a person chooses no longer to waste time, effort and personal energy in vain, not to waste his or her resources on something that does not make much sense, does not bring joy and benefit, and over time becomes a heavy burden.
However, I want to immediately warn you that you should not take optimization to the point of absurdity. There is a certain limit beyond which overshoot begins, and everyone has their own limit.
The purpose of this book is to help you to identify your limits of simplification and optimize your life exactly the way you want. Everyone has their own level of required comfort.
We often hear calls to get out of our comfort zone. But many of us would like at first to be in this zone for a while. We ourselves sometimes do not notice how uncomfortable our life has become.
I do not encourage my readers to make radical changes, change jobs, housing or partners.
But sometimes it’s enough to change the position of the armrests on your chair to make life easier and more enjoyable. Believe me.
So, you should decide what exactly is bothering you, getting on your nerves, or simply making life more difficult. But you need to evaluate and think through which of these you want to replace or throw away and which of them you don’t. If an object, ritual or habit brings you joy, makes you smile, then you shouldn’t get rid of it. My advice is that you should not cling to outdated, incomprehensible traditions and rituals, old or boring objects just for their own sake or because it’s supposed to be so.
