You have to search netgalley shelf for IOS. It does say on there it's 13 or higher.

Maybe? I hope it might change in the future but I don't think it will be anytime soon. As for netgalley.fr, I only checked it once out of curiosity but I don't like reading in French.

Well I started reading in English seven years ago when the french translation of Pandemonium wasn't out yet and after that I just kept reading in English and I'm too used to it now. When I read in French it doesn't feel natural to me. I know it's weird ^^'
