YA Sci-fi Time Travel book where a group in the future is bringing high IQ people from the past into the future. Read around 2010-2011. Spoiler.

Back in 2010/2011 maybe I read a YA sci-fi book and I've been searching for it ever since. I think it might have been an obscure Scholastic one with no publication outside of Australia. Publication could've been in the 90's. This is what I remember from it:
It started with the main character playing solitaire in school. I'm pretty sure a little later she goes to a pool with her friend. Eventually her class is on a boat. Another boat is about to crash into theirs when she's brought to the future and her friend accidentally comes too. The group that saved her is bringing smart people from the past into the future to replenish the IQ of the future which is suffering from an intellectual decline. I think the group was called Hi-Q or something, that name was used. Another group who opposes them because the Hi-Q people aren't telling those they save that if they decline they'll be put right back to the point they were about to die in, ultimately leaving them for dead if they decline. The friend gets close to a guy from the future. There's an attack and they try escaping to save the smart girl. The friend and her love interest end up having to jump into the future to escape since that's forbidden and no one will follow them.
