ABANDONED. '50s children's picture book about bears

Alas, I can't remember title or author since I last read it about 50 years ago! An orange hardcover, color ink drawings of a whole country of anthropomorphic bears (one named Titian).

Sean, do you remember what happens in the book?
What time period/location was the story set?
Part of a series?

There's the Little Bear series by . But I think that was a mix of animals.

Sadly I really don't remember what happened in the book, just that it had rather spectacular illustrations and was set in a world populated mostly by bears -- rather like Babar did with elephants (similar style illustrations too). Definitely not "Little Bear." Not part of a series as far as I know.

Beady Bear for the click for RJ's suggestion. I checked, and the book that links is NOT the original print. I saw one with a date of 1951 and another copy with a date of 1954, so this one is very viable.
