I read this book sometime between 1994 and 1997. It's a short picture book about a young witch.
Her older sister goes to a witch's gathering, and for some reason the young sister has to come join her. She flies through a forest, through a spider's web, and over a lake. When she arrives, her sister and her friends find the evidence of her adventures (a bit of web, a feather) on her broom and are very impressed with her bravery.

Could it be one in the Dorrie the Little Witch series by Patricia Coombs? There are many...the Big Witch is her mother though, not her sister.
Dorrie and the Halloween Plot specifically has her attempting to ride a broom stick.
...but there are many others.
