Sci-Fi series of novels about angels in a post-apocalyptic type landscape (mostly desert), published before 2000

I'm looking for the first book in this series.

I borrowed the books in this series from the Public Libraries Division (PLD) of the Queensland State library (Australia) at some point in the mid 90s, before 2000, and after 1994. They would have been published pre 1994.
There were at least 3 books in the series.

The series were 'fat' paper backs (classic sf style). They may have had stylised drawings of angels on the cover.

This is _not_ an urban fantasy series, or romance. They were more science fiction.

I think the angels eventually discover they are machines.
I think one had a maroon cover (but I'm not entirely sure).

Maybe the Samaria series by Sharon Shinn? The first book is Archangel.
