I read this book in the late 90s / early 00s. I specifically remember it was color illustrated. I believe it had multiple stories, but one had a boy buying some sneakers (I think red) from a creepy store salesman. I think it was a cautionary tale, like his mom told him not to lose his shoes or something. But the shoes he buys makes him run nonstop. And it’s presented in a scary light. Definitely not Scary Stories to Tell in the Dark!

Oh my god I remember this book and have been searching for the title as well! Doesn't he get on a bus and everyone on the bus is dead or something? Its not Scary Stories and its not In a Dark Dark Room but very similar. UGH!!

It's certainly not that one. The King story features a ghost which wears the titular footwear; due to the location it haunts (a stall in a public washroom), its shoes are often all that is visible.
