book about a young girl who sees the ghost of another girl and a dog

I started reading this book years ago but my parents confiscated it because it wasn't age appropriate. It's a story about a young girl who was sent to live with someone else because of her 'bad behaviour'. I think the bad behaviour was just the ghosts misbehaving but I didnt finish reading it so I'm not sure. The ghost of the young girl is naked, she had been assaulted and murdered by a man and I think the ghost of the dog was her dog that her father killed. I'm trying to get the details as correct as possible but I was young when I read it so I'm not 100% sure. Hopefully someone recognises the basic ot and has a title for me.
