The "hero" delivers stuff on his bike

He lives in a community in/on a bridge, which may have a few different levels.

This is Virtual Light by William Gibson Virtual Light, I think. Virtual Light is about Chevette Washington who lives on the partially collapsed San Francisco-Oakland Bay Bridge and works as a bike delivery person
