Children's paranormal mystery? Girl with mommy issues moves to new town and starts seeing parts of a ghost girl appear

I read this book around 2010.

It was about a young girl, around 12 or 13 I think, where she moves either into a new town or a new house and she begins to see slivers of a ghost girl appear. Like she sees her shoes walking around, then the hem of her dress and so on.

I think the girl had an older brother and a sick/dead/estranged mother.

The book cover was blue with a one or two word title written in small writing. I'm pretty the image of the cover was a lake and was quite minimal.

I'm Australian and my library had a lot of Australian books so it is most likely that or by a British author (had plenty of those too)

This sounds familiar to a book I’m trying to remember the name of as well. One particular scene I remember is her sitting in the bathtub and she looks up and the ghost of the girl is standing in the bathroom staring at her. I remember her wearing a bike helmet too. Does that sound familiar?
