At 3 years old, Chloe was tested for her technology aptitude and ranked 15th out her group of 100; she was then put in the Top 20 class for the next 9 years, then moved to the Top 100 out of Total Students when she was retested at age 12. When she was tested at age 3, she was moved from her parents' home to her neighborhood's boarding school, like every other child there, and only got to see her parents for 3 hours on Visiting Days once a month. At age 15 she was allowed to travel to her parents' home for up to 3 hours during Visiting Days. The day she turned 17, she was reaped for the Games.
