Children’s fantasy book/series about a girl who can either turn into a fox or communicate with them

This is super vague, I’m sorry, but I remember reading this fantasy series as a child. I remember a girl who lived in a medieval-type time period in a kingdom where the rulers oppressed the villagers and for some reason she had to be on the run - they might have burned down her home? I remember something about foxes - either she could turn into a fox or communicate with them, and there was a romance subplot if I’m remembering right where something tragic happened to the guy and he was taken away/killed. I read it around 2007-2012 probably, and it was probably published sometime after 2000.
