YES IT IS! 'The Silent Night' by Mary Higgins Clark.
Although the story takes place in NY; I relate it to SF, my beloved city, coz I read the there while leisurely in a hostel.

I read a book telling a boy followed the wallet of his mum which contains kind of valuable veteran medal of his belovingly passed-away dad.
The bad guy who pickpocketted the wallet realized he's been noticeably stalked then kidnapped the boy.
I did read it from bookshelf of hostel in SF where I love the city so much.
San Francisco herself & the book have been nicely imprinting in my heart.
I cannot remember the book's name, nor the author's.
Please help me guys with this.
